MINUTES OF THE PUBLIC HEARING FOR THE STRASBURG TOWN COUNCIL HELD ON TUESDAY, JANUARY 9, 2007, AT 7:15 P.M. IN THE COUNCIL CHAMBERS OF THE TOWN HALL.
COUNCIL MEMBERS present: Mayor Crisman, Vice Mayor Taylor, and Council Members Le Vine, Mauck, Nicholson, Rinker, Terndrup, and Whittle.
Mayor Crisman opened the Public Hearings and said the purpose of the Public Hearings was to receive public input on the changes to and additions of the following ordinances for the Town of Strasburg:
· Chapter 82, Article IV, Local Vehicle License of the Code of the Town of Strasburg. If approved by the Strasburg Town Council, this amendment would eliminate the motor vehicle license decal and establish a new method of collecting the motor vehicle license tax.
· 3-14.5(u) Site plan phasing schedule required
· 402.8 Cul de sacs and the minimum number of access points required for subdivisions
· 3-6.1 Head to head parking requirements
· Fire hydrant meter and use permit
· 2-3.7, 2-4.7, 2-5.7, 2-6.7 Corner lot side yard setbacks shall be 25 feet
· 3-14.8 Site plan termination or extension
· 208.3, 206 Final plat expiration or extension
Robert Thoresen, 79 Logan Circle, Strasburg, VA: Mr. Thoresen thanked Vice Mayor Taylor and Council Member Terndrup for their concern with construction debris and the proposed amendment. He lives in Signal Knolls and each section has been a separate entity. Construction debris is there that is not in a current construction area; construction equipment is also being left in areas not under construction. A vehicle has been parked for quite some time.
Mr. Bruce Henry, 194 Abby Lane, Strasburg, VA: Mr. Henry questioned how high mileage cars will be levied.
Mayor Crisman said during public hearings, normally they do not respond to questions. Council Member Le Vine asked if he could try to answer the question and said this ordinance change would only eliminate the vehicle decals and would not change how personal property is taxed.
Mr. Le Vine said we are talking about decals and not personnel property tax. This will not affect the way the vehicles are taxed.
