MINUTES OF THE PUBLIC HEARING FOR THE STRASBURG TOWN COUNCIL AND PLANNING COMMISSION HELD ON THURSDAY, OCTOBER 12, 2006, AT 7:15 P.M. IN THE COUNCIL CHAMBERS OF THE TOWN HALL.
COUNCIL MEMBERS present: Mayor Crisman, Vice Mayor Taylor, and Council Members Le Vine, Mauck, Nicholson, Rinker, Terndrup, and Whittle. Absent: Council Member Wallace.
PLANNING COMMISSION MEMBERS present: Chairman Smith, Commissioners Davis, Howard, Kepler, and Terndrup. Absent: Commissioner Elliott.
Mayor Crisman opened the Public Hearing by asking all speakers to state their names and addresses and to limit comments to three minutes. He stated the purpose of a Public Hearing is to receive citizen comments on proposals and in many instances this is the first time the Council and Commission have heard comments on the proposals and they will not render any decisions or opinions or answer any questions and they will not respond to comments. He said the items on the agenda are also on the Worksession agenda where they will be discussed further.
ANX2006-01 Ralph Sine and Barbara McDonald, requesting that the Town annex 2.288 acres of property located at 401 Bowman Mill Road. Parcel Identification Numbers (PIN): 025((A)) 166 and 167.
For clarity, Planner Amos explained where the property is located. She said the property is between the parcels Noah Foley had annexed several years ago and Madison Heights.
Ralph Sine, co-owner of the property with Barbara McDonald: Mr. Sine said they have given 3-D Construction a right-of-way through the property for water and sewer hook-ups and they would like to get water and sewer to their property, as well. He doesn’t feel it makes sense to pay County fees to hook-up the utilities if the water and sewer will be going right through the property. This annexation will also straighten the boundary lines for the Town. The house on the property currently has a septic system and a cistern that they would like to stop using.
Council Member Mauck asked if there was an older house on the property and Mr. Sine said there was one dwelling on the property.
Being no other speakers, the Public Hearing closed at 7:20 p.m.
