MINUTES OF THE PUBLIC HEARING FOR THE STRASBURG TOWN COUNCIL HELD ON TUESDAY, MAY 8, 2007, AT 7:15 P.M. IN THE COUNCIL CHAMBERS OF THE TOWN HALL.

COUNCIL MEMBERS present:  Mayor Crisman, Vice Mayor Taylor, and Council Members Le Vine, Mauck, Nicholson, Rinker, Terndrup, Wallace, and Whittle. 

Mayor Crisman stated the purpose of the Public Hearing was to receive citizen comments on the following rezoning application:

·        RZ2006-08 Virginia Savings Bank FSB requesting that property identified as Parcel Identification Number (PIN): 025 ((A)) 1A be rezoned from 1.85 acres of X-Transitional to Commercial (C-2). The property is located at 33230 Old Valley Pike.

Doug Napier, attorney representing Virginia Savings Bank:  Mr. Napier said the bank has filed proffers with the Town and has been working with VDOT on the signalization.  The bank has agreed to pay 10% of the cost of a signal and will be extending the sidewalk in front of the property. 

Council Member Le Vine asked who owned the property just north of the bank as he would like to see the sidewalk extended further than just the bank property.  Mr. Napier said the bank doesn’t own this property, but does lease it.  He will confer with the owner, Mr. Raymond Ritenour, to see if the sidewalk can be extended.

Council Member Rinker said he knows it does not have to be disclosed what is going on the property, but he would like to know to help him make his decision.  Mr. Napier said there were businesses proffered out that he feels would not be desirable in this location.  The possible owner of the business has asked that it not be disclosed what is going on the property, but he stated it was a highly desirable retail use.  He added the bank would not want a business going on the property that would deter from the bank.
