MINUTES OF THE JOINT PUBLIC HEARING FOR THE STRASBURG TOWN COUNCIL AND THE STRASBURG PLANNING COMMISSION HELD ON THURSDAY, SEPTEMBER 14, 2006, AT 7:15 P.M. IN THE COUNCIL CHAMBERS OF THE TOWN HALL.

COUNCIL MEMBERS present:  Vice Mayor Taylor, and Council Members Le Vine, Mauck, Nicholson, Rinker, Terndrup, Wallace, and Whittle.  Absent:  Mayor Crisman.

PLANNING COMMISSION MEMBERS present:  Chairman Smith and Commissioners Davis, Elliott, Howard, Kepler, and Terndrup.

Vice Mayor Taylor opened the Public Hearings by asking all speakers to state their names and addresses and to limit comments to three minutes. 

·        RZ2006-06 Caleb and Rebecca Hart and Thomas Price requesting that property identified as Parcel Identification Number (PIN): 016 ((A)) 099D be rezoned from 0.369 acres of X-Transitional to Residential (R-2).  The property is located adjacent to 715 Capon Road.

Thomas Price, co-owner of the property:  Mr. Price, stated the property is currently zoned X-Transitional and was originally known as a part of the Golden Triangle annexed area.  The piece of property is unique as it fronts on two streets --- Rt. 55 and Capon Street.  He said they are not asking for R-3 zoning, but low to medium density R-2.  Water and sewer is currently just south of the property and the Town is extending these utilities north to Capon Street which will eventually make a loop with the Route 55 above ground water storage tank.  He added a proffer statement is attached to the application.  If the property is rezoned, they would probably apply for a 2-lot subdivision as shown on the application and the proffer statement reads that no more than two detached dwellings can be created.  They will dedicate an additional 10’ right-of-way along Route 55 for future expansion.  Access to the lots would be from Capon Street with no driveway connections along Route 55.

·        SUP2006-05 Chris and Pam Fry requesting a Special Use Permit to operate a cabinet and furniture shop on property zoned Commercial (C-1).  The property is located at 181 West King Street.

Chris Fry, 181 King Street, Strasburg, VA:  Mr. Fry said the property being discussed is the old Artz Hardware building.  Mr. and Mrs. Fry would like to run a retail shop in the front and manufacture kitchen cabinets, furniture, and trim in the back.  It is a two man operation and not a “full-blown industrial plant.”  Everything is self-contained in the building and the exterior of the building will not change at this time except for signage.  The dust from the operations is self-contained inside with dust collectors.  The staining and clear coats will also be done inside.  There is a filtration system that cleans the air and it stays in the building and is not blown to the outside.  This is a block building so he feels all noise should stay inside.  He has been working inside the building getting it ready for operations and he doesn’t feel there will be any more noise than he has made already.
