Overview

The Zoning Ordinance, together with the Official Zoning Map, regulates land use in the town and promotes orderly growth, development, and redevelopment, as well as the health, safety, and general welfare of the public.

The Zoning Ordinance is the primary implementation tool for the 2018 Comprehensive Plan, in particular its components, the Future Land Use Plan and the Transportation Plan.

The Zoning Ordinance is a regulatory document with legal requirements, and the 2018 Comprehensive Plan is a policy document that provides guidance for elected officials and other governmental decision-makers as to where and how the community will grow long term.

Input from the Town Council, the Planning Commission, town staff, community and professional groups, and the public continues to be factored into the draft Zoning Ordinance.

 

Staff’s areas of focus are,

Make the ordinance user friendly by,  

Creating an online document that is searchable and links to other sections.

Breaking the document down into articles and parts to coordinate related requirements.

Coordinating zoning information provided on the County GIS interactive map.

Create a manageable document by breaking the UDO into four different documents.

Administrative Procedures Manual – provides detailed process for each application type.

Subdivision Ordinance – provides the requirements for subdividing property.

Zoning Ordinance – provides requirements and standards for development applications.

Technical Design Manual – provides engineering details, and requirements for aspects of development.  This will include Transportation, Landscaping, Utility (water and sewer), Lighting, and Watershed/Erosion.

Revising land uses and definitions to reflect the current marketplace, reevaluating parking ratios and calculations, update lot and building standards, and aligning how the town administers development with modern practice.

Ensure growth does not negatively impact the health, safety, welfare of our citizens and visitors.
