Project Update
Construction on the Borden Mowery Drive Extension is now underway. The contract was awarded to Perry Engineering, and crews are actively working on the site. Early progress includes grading and preparation for the installation of roadways and utilities. The project remains on schedule, and the team is working diligently to improve connectivity and support future growth in the Northern Shenandoah Business Park.
The Town of Strasburg is advancing critical infrastructure improvements in support of the Northern Shenandoah Business Park Development Plan. As part of the Phase 1 investment strategy, the Town is extending Borden Mowery Drive by approximately ½ mile to connect it with Radio Station Road, providing a vital bypass route for commercial vehicles and improving access to the business park.
Project Scope:
The Borden Mowery Drive Extension includes:

Construction of 2,500 linear feet of new 2-lane roadway

Installation of 4,300 linear feet of 12-inch water main and associated appurtenances

Stormwater infrastructure, including two stormwater management (SWM) ponds

Grading, utility coordination, and erosion control measures
This project will open new opportunities for business development by enhancing connectivity, utility service, and truck traffic circulation.
Project Status:
The Town Council has authorized the Town Manager to award the contract to Perry Engineering, pending final approval from the Virginia Department of Transportation (VDOT). VDOT has approved a Revenue Sharing Grant to fund 50% of the project cost and is preparing an updated agreement to assist with additional funding needs.
The Construction Contract with Perry Engineering is effective June 18, 2025. The work is scheduled for substantial completion within 365 days, with final completion and payment targeted within 395 days. A pre-construction meeting is being scheduled by the project engineer.
Economic Impact:
This project is a key milestone in the phased development of the Northern Shenandoah Business Park. By improving transportation access and extending water and sewer infrastructure, the Town is laying the groundwork to attract new employers, support existing businesses, and drive long-term economic growth in Strasburg.

The Town and project partners will continue coordinating with VDOT and Perry Engineering to begin construction. Future updates will be provided as work progresses.
