The Strasburg Master Parks Plan will provide guidance for both short- and long-range planning for Strasburg's park system by integrating community input and planning standards to optimize our beautiful assets.

Strasburg's park system serves a small community of approximately 6,600 residents between the Blue Ridge and Allegheny mountain ranges, and along the beautiful North Fork of the Shenandoah River. Strasburg’s population is growing and seems to desire additional amenities, which need to be identified, prioritized and budget for. The goal of this project and the resulting plan will assist to that end.

March 10, 2020 - Strasburg Town Council passed the following resolution to approve the Master Park Plan for the Town of Strasburg:

"I move to adopt the Master Park Plan developed by Lardner/Klein Landscape Architects, P.C. under the direction of community members, staff and Town Council as an implementation tool to help the Town of Strasburg achieve its goal of supporting the health of our town and our citizens by providing resources for recreation and healthy activities."

February 2020 - Reviewed and collected feedback from committee members and public on the Recommendations Summary and Addendums during the Recreation, Parks and Trails Committee meeting.

January 2020 - Reviewed and collected feedback on the Recommendations Summary and Addendums from the Master Parks Plan Management Team, Engagement Team, and a portion of the Recreation, Parks and Trails Committee of the Strasburg Town Council.

November, December, and January we prepared a draft document identifying the top Priorities for the parks system improvements and potential future park acquisitions, including rough costing, and phasing, based on available funding sources. The DRAFT Recommendations Summary below is a simplified version of the full Priorities document, which is in the Appendix for reference.

December 2019 - Conducted some analysis on staffing and funding needs and strategies, comparing the Town’s park and maintenance staffing and expenditures with other similarly sized communities, using NRPA (National Recreation and Park Association) data.  This working document provides comparative figures as a guide to funding that may be required with future park expansion, maintenance and operations needs, and growth in personnel.

November 2019 -  

  • Completed an Inventory of Parks and Existing Conditions, focusing primarily on fieldwork in Town Park, but including Hometown Park, the Visitor Center, and Strasburg Square. The Inventory of Parks and Existing Conditions is included in the Appendix 1.
  • Identified unmet current needs and future needs, based on feedback from Meeting #2, the public online survey, and through research of comparative data from similarly sized communities, focusing on NRPA (National Recreation and Park Association) data and state data reported in the Virginia Outdoors Plan.  The Unmet Current Needs and Future Needs document is Appendix 2.
  • Conducted a a web meeting with the skate park group to discuss potential locations and types of skate facilities that could be incorporated in Town Park.  

September and October 2019 - Met with Town Staff to hone in on current park maintenance needs, park improvements, and staffing and funding needs. MPP Management Team met and provided feedback on top Park Improvement Priorities with a “dot exercise.”  The group also started the conversation on potential grant funding and partnership opportunities.  

August 2019 - The Town held a Kick-off meeting with 27 people in attendance, including folks from various recreational leagues, stewards of the land and water, staff and elected officials. The group took a tour of park facilities and locations in Strasburg and discussed the opportunities and challenges of the park system.

June 2019 - The Town formally entered into contract with Lardner/Klein Landscape Architects and work began on data collection and existing plan(s) review.

May 2019 - The Town received six responses to the RFP. A panel of four Town Staff reviewed and scored each of the proposals. The top four firms were interviewed by the panel and Lardner/Klein Landscape Architects was selected. On May 14, 2019, Town Council approved a motion to allow the Town Manager to enter into negotiations for a contract for the work. 

February  2019 - The Town put out a Request for Proposals (RFP) seeking a professional services team to provide the necessary planning services to update the Town of Strasburg's Master Parks Plan.
